Who Grabs Thumbnails?
Every thumbnail size YouTube stores
YouTube generates a fixed set of thumbnail sizes per video and serves them from its image CDN. There is no hidden larger file: 1280 × 720 is the ceiling, and any site advertising a 4K YouTube thumbnail is upscaling a 720p JPG.

This tool lists only the sizes that actually exist for the video you paste, so an empty HD slot means YouTube never made one — not that the download failed.
Getting a thumbnail URL directly
If you are building something rather than saving one image, you do not need a tool at all. YouTube serves thumbnails from a predictable path built from the video ID:
https://img.youtube.com/vi/VIDEO_ID/maxresdefault.jpgThe video ID is the part after v= in a watch URL, or the last path segment of a youtu.be link. Swap the filename for any of the sizes in the table above.
The catch, and the reason this tool exists: a size YouTube never generated returns a 404, and for maxresdefault.jpg that happens often. Some CDN paths return a 120 × 90 grey placeholder with HTTP 200 instead of an error, so a naive fetch appears to succeed and quietly gives you a blank image. Check the returned dimensions, not just the status code, and fall back to sddefault.jpg or hqdefault.jpg.
Can you actually use the thumbnail?
Worth being straight about, because most tools in this category stay quiet on it. A thumbnail is a creative work belonging to whoever made the video. Downloading one does not transfer any rights to you.
In practice, uses that are widely accepted: keeping it for reference or a mood board, studying what performs in your niche, illustrating a review or a blog post that credits and links the original video, or internal research and archiving. What is not acceptable: putting it on your own video as your thumbnail, selling it, or presenting it as your work.
